1. 什麼人可以開設國際帳戶？
Am I qualified to open an international brokerage account?

如果您目前是中國大陸、臺灣和香港公民並在這些區域居住，您可以開設國際帳戶。如果您到美國短期停留或旅遊，您也可以前往我們在當地的分行，申請國際帳戶。不過，如果您本年度在美國居住超過183天(含183天)，則不符合申請國際帳戶的資格，但持有F,J,M,Q簽證的暫時居民可具備申請資格。

If you are a citizen of China, Taiwan or Hong Kong and also a resident of these regions, you are eligible to open an international brokerage account with Scottrade. You can apply for an account at one of our local branch offices while visiting or traveling in the U.S. However, if you are physically present in the U.S. for 183 days or more, you are not eligible, unless you are a temporary resident of the U.S. holding visa type "F", "J", "M", or "Q".

No. All parties on the account must be citizens and residents of China, Taiwan or Hong Kong.

3.我是加拿大的居民, 我可以開設國際帳戶嗎?
I am a Canadian resident. Can I open an international account?

不可以，由於本公司尚未在加拿大註冊，我們目前不能接受任何加拿大居民的開戶申請，也不接受任何加拿大銀行支票、郵件、電子郵件、電話。
No, Scottrade is not registered in Canada. Therefore, we are unable to accept applications, checks, mails, E-mails or phone calls from Canadian residents.

4.如何申請國際帳戶？
How do I apply for an international brokerage account?

a). 請完整填妥"國際帳戶申請表"與美國國稅局提供的非美國居民所使用的"W-8BEN表"，請到表格中心下載表格。
Complete the application and W-8BEN form requested by the U.S. IRS for non-U.S. resident aliens. Please go to Scottrade's Form Center to download these forms.

b). 在"國際帳戶申請表"與"W-8BEN表"表格底頁簽名。
Sign the application and W-8BEN forms.

注意! 如果您本年度在美國實際居住超過183天(含183天) 請勿使用 "W-8BEN表"，但持有F,J,M,Q簽證者可視為非美國居民，不在此限。請見美國國稅局英文版W-8BEN填表詳細說明
Note: Do not use the W-8BEN form if you are physically in the U.S. for 183 days or more during the present calendar year. However, if you are holding an "F," "J," "M"or "Q" visa, you may be certified as a non-resident alien. Please click here for U.S. IRS instructions for Form W-8BEN. 

c). 附上護照內頁所有申請人照片、簽名、個人資料影本。
Provide a copy of the inside pages of your passport, including photo, signature and personal information.

如果您沒有護照，請附上有照片的身份證影本並在影本上簽名。
If you don't have a passport, please provide a a signed copy of your resident card.

d). 附上銀行月結單、家用水電瓦斯帳單或是貸款帳單等任何一種 (上面需有您的姓名和居住地址，且為一年內任何一個月的帳單一份)，作為居住地址證明。
Provide either copy of your bank statement, utility bill or mortgage bill of any month within a year, or your certificate of house ownership, as a proof of your address. (The document must contain your name and residence address on the statement.)

如果您申請國際帳戶，並使用美國地址作為連絡地址，請附上國際帳戶美國通訊地址證明表。
If you apply our international account and use a U.S. mailing address, please fill out W-8 the proof of address letter.

e). 傳送資料給史考特證券
Send your application and supporting documents to Scottrade.

可以先傳真或者將掃描的申請文件發送至史考特證券亞太服務部申請開戶，傳真號碼是: 314-543-6178，電子郵件地址: api@scottrade.com。如果您使用傳真件或電子郵件申請開戶，帳戶開好後您必須儘快將申請表格、W-8BEN表格的原始簽名文件、以及其他相關文件的影本，郵寄到史考特證券公司，以完成所有開戶手續。在我們收到您的原件之前，您可以登入帳戶並為帳戶注入資金，但不能交易，請將所有要求資料寄至史考特證券亞太服務中心以下地址，當您的開戶手續完成後，我們會與您聯絡。

You can send fax or email your scanned application forms and documents to Scottrade Asia-Pacific Service to apply a new account . Our fax number is 314-543-6178, email: api@scottrade.com. If you send via fax or email, you must mail your completed application to Scottrade Asia-Pacific Service after your account is opened to complete the entire application process. Before we receive your original application form and W-8BEN form, you can log into your account and deposit funds but not trade. You must mail your completed application to Scottrade with the following address. We will contact you after the account is opened.

5. 史考特證券是否接受傳真文件申請開戶?
Does Scottrade accept faxed application forms and documents?

您可以先傳真您的申請文件至史考特證券亞太服務部申請開戶。 如果您使用傳真件或電子郵件申請帳戶，您必須盡快將申請表格、原始簽名的W-8BEN表格、以及其它相關文件郵寄到史考特證券公司，以完成所有開戶手續。在我們收到您的原件之前，您可以登入帳戶並為帳戶注入資金，但不能交易。

若您未及時呈交W-8BEN表格原件，依美國稅法規定，您將被視為未經核證的美國納稅人，您帳戶產生的交易收益、應課稅股息、利息、以及其他應課稅收入，都需扣繳30%的備用預扣稅，該預扣稅一般不能退還，若要退稅，您須自行負責與美國稅務局交涉。

You can fax or email the application documents to Scottrade Asia Pacific Service Center to open account. However, if your account is established using faxed or emailed documents, you must mail the application form, the W-8BEN form with original signature and other documents as soon as possible to complete the application process. Before we receive your original documents, you can log into your account and deposit funds, but you cannot place trades.

If you don’t timely submit the original W-8BEN form, under U.S. tax laws, you will be deemed an uncertified U.S. taxpayer, who is subject to 30% backup withholding on your trade proceeds, taxable dividends and interest, and other taxable payments made to your account. This withholding is not reversible and it will be your responsibility to work with the U.S. Internal Revenue Service for a refund.

現金帳戶最低開戶要求只要美金$500元；融資融券帳戶最低開戶金額為美金$2,000元或等值有價證券。
Only $500 minimum equity is required to open a cash account, $2,000 for a margin account.

7. 帳戶開設後需要在多少時間內存入資金?
How soon do I have to fund my account after it is established?

您必須在開戶後一個月內存入資金，否則帳戶將被關閉。 如果您在一個月內暫時無法存款，可以在到期日之前聯係史考特證券，要求保留帳戶。帳戶一旦被關閉後，您若還想使用史考特證券，必須重新申請開戶。

You must fund your account within one month after it is opened to avoid account closure. If you are not able to deposit funds within the said period, please contact us before the due date to maintain your account status. Once your account is closed, you will need to resubmit application forms in order to establish a new account with Scottrade.

Please fill out International Account Fund Request Form, select Wire Request and fax to Asia-Pacific Center. We need you to fill out receiving bank information such as Bank Name, Bank Address, Bank Phone Number, ABA# or Swift Code, your Account Name and Account Number with this bank. Upon verification, Scottrade will wire out the requested amount within 24 hours.

9. 我可以將他人支票存入我的帳戶中嗎?
Can I deposit a third party check?

可以,但是此人必須是史考特證券的客戶, 且此人必須填寫 授權書。

Yes, but the third party must be a Scottrade customer. In addition, the third party must complete a Letter of Authorization form.

10. 提領資金時, 我可以指定支票抬頭為他人,或是將資金匯入他人的帳戶嗎?
If I want to withdraw funds, can the check be made payable to a third party or can Scottrade wire my funds to a third party's bank account?

不可以, 領款支票的抬頭只能是帳戶持有人, 並且只能寄至您帳戶中的地址, 此外,欲匯出之資金也只能匯入帳戶持有人的銀行帳戶。

No. The check can only be made payable to the account holders and must be mailed to your address. Also, Scottrade can wire funds to the account holders' bank accounts only.

11. 我已經注入資金，什麼時候才能使用？
I have funded my account, how soon can I use it?

如果您是電匯存款，通常美國境內匯款24小時後，或是境外匯款48小時後，即可使用資金交易(某些特殊情況下可能更長)。

If you wire funds from U.S. domestic banks, usually you will see the funds in your Scottrade account within 24 hours. For wiring funds from outside the U.S., it usually takes 48 hours (it may take longer in some special conditions).

My international account value is more than $5,000. Is checkwriting available?

14. 我可以請親戚朋友代我操作證券交易嗎？
Can I authorize my friend or relative to trade?

Yes, but you have to fill out a Trading Authorization Form. Please go to the Forms Center to download the form, then mail it to Scottrade. If the authorized agent is a U.S. citizen or permanent resident, the agent needs to provide a Social Security number. If the authorized agent is living in the U.S. but is not a U.S. citizen, the agent needs to provide a copy of a valid passport or resident card. If the authorized agent is living outside of the U.S., the agent needs to provide a copy of a valid passport or resident card, proof of residency and a notarized Trading Authorization Form.

史考特證券目前提供個人帳戶與共同帳戶，包含現金或融資融券服務。目前國際帳戶並不接受公司帳戶。
Scottrade provides individual and joint cash or margin accounts. We do not offer corporate accounts at this time.

17. 我是否有融資或融券資格？
Can I open a margin account?

如果您的首次開戶金額或有價證券超過美金$2,000元，並且填寫"融資融券同意書"且經過史考特證券核准後，您便可利用史考特證券提供的融資融券服務。請到史考特證券表格中心下載"融資融券同意書"。

You can use our margin service if your initial deposit is over $2,000 (U.S. dollars) and after you sign the Margin Agreement and Scottrade approves your application. Please go to the Form Center to download the Margin Agreement.

18. 國際帳戶是否可以買賣美國共同基金、ETF指數基金、期權、定期存單和債券?
Can international accounts trade mutual funds, ETFs, options, certificates of deposit and bonds?

國際帳戶目前不能交易共同基金, 但是ETF指數基金、期權、定期存單和債券皆可交易。
International accounts cannot purchase mutual funds, but can purchase ETFs, options, certificates of deposit and bonds.

19. 我在史考特的國際帳戶是否需繳納美國稅金?
Is the international account I open at Scottrade subject to U.S. taxes?

根據美國國稅局指示，外國投資人如填妥W-8BEN表格，確認外籍納稅人身份者，可請求豁免於美國股票資本利得和利息收入的預扣稅，但是會預扣股利所產生的稅款，稅率視您居住的國家與美國之間的稅務條約而定，目前中國為10%，台灣為30%，香港為30%。 此外，我們每年會提供1042-S表以便客戶向當地政府報稅使用，若有任何稅務上的疑問，請諮詢您的稅務顧問。
Based on IRS instructions, foreign investors who have filled out W-8BEN form to claim the foreign status of beneficial owner for United States tax withholding will not be withhold capital gains or interest income tax. However, we will withhold dividend tax. Tax withholding amount may vary depending on your country of residence and your claiming tax treaty rate. Currently the tax treaty rate is: 10% for China, 30% for Taiwan and 30% for Hong Kong. Also, each year we will provide a 1042-S form to our international customers for tax reporting purpose in their countries. For more tax information, please contact your tax consultant.

20. 如何將其它美國證券公司的帳戶轉移到史考特證券？
How do I transfer my account from another company to Scottrade?

您可以將其它美國證券公司的股票與現金轉移到史考特證券, 您只需填寫"帳戶轉移表"，並附上轉出公司最近的月結單，寄到史考特證券，史考特證券將為您完成餘下的工作；您無需擔憂與其它公司聯係的事宜。移轉所需時間因不同公司而不定，通常約1至4週。(共同基金不能轉入史考特證券國際帳戶)
Currently, you can transfer stocks and cash from other brokerage firm to Scottrade. We do not charge any fees to transfer an account into Scottrade. Simply fill out our Account Transfer Form, and send it along with your most recent statement from the other firm. Scottrade will do the rest. It could take one to four weeks to finish the transfer (Mutual funds cannot be transferred into Scottrade’s International accounts).

21. 我本來居住在美國, 可是我現在搬到其他國家居住, 我的史考特美國國內帳戶可以轉成國際帳戶嗎?
I moved from the U.S. to another country. Can I transfer my domestic account to an international account?

a). 若您是美國的公民或永久居民, 而您現在短期在其他國家旅遊或工作並繼續擁有美國的地址，您可以保持您的美國國內帳戶。 

If you are a U.S. citizen or permanent resident and you travel or work outside the U.S. on a short-term basis and you maintain an U.S. address, you can keep your domestic account.

b). 若您不是美國公民或永久居民，而您現在搬到中國、台灣或香港長期居住, 並且為當地公民，您的史考特美國國內帳戶必須關閉, 轉換為國際帳戶, 並填妥授權書，將您原先帳戶資產轉移至史考特的國際帳戶。

If you are not U.S. citizen or permanent resident, and you move to China, Taiwan or Hong Kong and you are the citizen of these regions, you will have to close your domestic account and apply for an international account at Scottrade. Your assets can be transferred to your new international account by using Letter of Authorization form.

22. 我本來居住在中國、台灣或香港並已在史考特證券開設國際帳戶, 可是我現在搬到美國居住並已取得美國居民身份, 我還可以繼續保持我的國際帳戶嗎?

I moved from China, Taiwan or Hong Kong to the U.S. I already opened an international account with Scottrade, but I am a U.S. resident now. Can I keep my international account?

No. You have to open a domestic account with your local branch and fill out Letter of Authorization form to transfer the assets in your international account to your new domestic account, then close your international account.

史考特證券在中國大陸、香港和台灣地區並未設立分公司，亦未委託任何第三方代理商或個人代辦開戶手續，所有國際帳戶皆由美國亞太總部直接辦理，開戶文件必須郵寄至美國亞太總部。本公司開戶申請均免手續費。

Scottrade Inc. has no branch office in China, Taiwan or Hong Kong at present time. We do not authorize any third parties of agents or individuals to provide account opening service overseas. All international account applications will be handled by our Asia Pacific International in the US. Applications must be mailed to the Asia-Pacific Service Center at Scottrade Inc. We do not charge account application fees.

27. 史考特公司是否接受限制股票存入? 是否可協助辦理股票解除限制?
Does Scottrade take custody of  my restricted stocks? Can Scottrade help me in the process of releasing my restricted stocks?

史考特公司並不接受限制股票存入，也未協助客戶辦理股票解除限制。存入史考特公司帳戶內的股票，必須是已解除限制，而且可以在美國市場上自由流通的股票。

Scottrade does not accept restricted stocks, or remove stock restrictions for its customers. All stocks deposited to Scottrade must be cleared to sell in the US stock market without restrictions.
